The Ocean Partnership Summit Asia (OPS Asia) 2020 in Singapore builds on the United Nations announcement for the year 2021 to 2030, which is proclaimed to be the “Decade of Ocean Science for Sustainable Development”.

The inaugural one-day summit aims to convene global and regional thought leaders, industry experts and decision makers from governments, ocean stakeholders, and civil societies in Asia to define and find solutions that can reverse the cycle of decline in ocean health by preventing further plastics pollution, programme opportunities that accelerate ocean cleanup and dialogue in reversing the cycle of ocean plastics to support a common regional policy that will ensure ocean science can fully support countries in creating improved conditions for sustainable development of the ocean.

OPS Asia will take place in conjunction with Asia Dive Expo (ADEX) Ocean Vision 2020, the largest and longest-running dive consumer and trade show in Asia, attended by over 60,000 people annually. OPS Asia will complement ADEX by convening hundreds of attendees, renowned speakers and the global ocean community on the effects of plastic pollution, the need for change, mitigation and financing opportunities to create the ocean we need and the future we want.

The coming decade 2021-2030 has been defined as the ”Decade of Ocean Science for Sustainable Development” by United Nations and UNESCO. This plenary will set the stage for discussion on the importance of clean and healthy oceans and the role that science, policy and collaboration in addressing the Global challenge of single-use plastics and plastic pollution.

PANEL: WHY OCEAN PLASTICS MATTER

09:30 – 10:30
The Economic Imperative of Addressing the Plastics Problem – This panel addresses the economic impact of ocean plastic, tourism and fisheries, and why the region needs to address the problem to prevent future economic damage to critical sectors like fisheries and tourism. The outcome of this session is designed to define the imperative for a multi-lateral collaboration. Another angle to this topic includes potentials for job creation associated with the management of single-use plastics.

OCEAN SYMPOSIUM: GOVERNMENT'S ROLE AND INITIATIVES

10:45 – 12:15
Focus on leadership and program priorities and the role of regional governments in collaborating and leading efforts to address the issue. The session starts as a plenary and moves into breakout groups. Breakouts focus on the role of key stakeholders such as consumers, business, governments, academia, and non-governmental organizations. Other aspects of the discussion could include the prevention of further pollution as well as the clean-up of existing pollution.

RESEARCH PRESENTATION: CURRENT REGIONAL PRACTICES IN MANAGING PLASTICS POLLUTION

13:15 – 14:15
This session will presents the current state of mitigation efforts in countries that have the highest contributions to plastic waste. The presentation would focus on mitigation efforts including challenges and best practices that could be used to inform activities in countries that are considering programs or actively trying to implement. One key outcome of this session is a list of priority program activities with resource requirements where possible.

FIRESIDE CHAT: PUBLIC EDUCATION AND ENGAGEMENT

14:15 – 15:30
The best practices in knowledge exchange will be covered to educate the public on their role in addressing the challenge. This academia session, non-governmental organizations, and key narrators from the dive and tourism sector who bring forward stories and images. Support for a knowledge portal is a prospective outcome of the event and thus efforts to identify resource requirements such as governance and funding are addressed.

PANEL: FINANCING AND NEXT STEPS

15:30 – 16:30
The day will conclude with a discussion of financing mechanisms available to the public and private sector to advance mitigation and clean-up efforts. This dialogue is advanced by preliminary discussions with key funding organizations.

PANEL: BLUE ECONOMY

16:30 – 17:30
This session would be informed by the international opportunities brought forward from GLOBE Advance and would focus exclusively on addressing plastics pollution in Asia. Emphasis will be placed on financing mechanisms available to the public and private sector to advance mitigation and clean up efforts and further actions needed to broaden the deployment of ocean financing in the region.
